Welfare Attitude and The Experience of Welfare Benefit: An analysis of the effect by income levels in Korea

Abstract
The purpose of this paper is to examine how the experience of welfare benefit in Korea varies from welfare attitude to income level. The purpose of this study is to examine whether the effects of welfare benefits are different between income groups and how welfare attitudes differ between recipients and non-recipients. To do this, we conducted a binary covariance analysis using the experience of welfare benefit as an independent variable and the attitude toward welfare expansion as a dependent variable, using the 11th Korea Welfare Panel (2016). The income group was divided into the poorest, the poorest, the middle and lower, and the upper and upper layers. The main results are as follows. First, although the difference of welfare attitude according to income group was significant, there was no linear relation that welfare attitude changed consistently negative as income level increased. The main difference in welfare attitudes was found between the middle and upper middle class. Second, welfare attitude was generally positive when respondents have the experience of welfare benefit. Third, the interaction effect of welfare benefit and the income group was not significant. This is interpreted as the fact that welfare attitude was constantly positive when respondents experienced welfare benefit at all income levels. Fourth, the welfare attitude of the top welfare benefit recipients was more positive than the non-beneficiaries of welfare benefit at the income level of middle and lower classes, and the upper middle class. Fifth, the difference of welfare attitude in the recipients of welfare benefits by income group corresponds to the difference of total amount of welfare benefit. This analysis shows that universal welfare strategies that enable all income groups to enjoy welfare benefits are advantageous for securing political support.
